The City of Empire Pedestrian and Bicycle Plan is now available for public review! This plan presents a vision for a safer and more connected walking and biking network in Empire.

Project Overview

In early 2025, the City of Empire launched a Pedestrian and Bicycle Plan with support from Dakota County’s Statewide Health Improvement Partnership (SHIP) program. The plan seeks to create a safer, more connected community for all residents, with a focus on improving conditions for people walking and biking.

 

What does the Plan include?

The City of Empire Pedestrian and Bicycle Plan outlines strategies and priorities to improve conditions for walking and biking, including:

  • A proposed network of off-street trails, on-street bikeways, sidewalks, and safer street crossings
  • Recommendations to improve access and connectivity to planned future development areas
  • A prioritization framework to help the City determine which projects to pursue first
  • Equity-driven policy and procedural recommendations
  • Guidance on funding strategies to move projects from planning to implementation
  • Coordination with the updated Empire Parks Master Plan
